Rules for AIP-141, covering quantities.

Rule name Description
count-suffix Quantities should use a `_count` suffix.
forbidden-types Fields should avoid unsigned integer types.

Note: Because AIPs sometimes cover topics that have some overlap, some rules related to quantities may be included in the rules for other AIPs.
