Long-running operations
Rules for AIP-154, covering long-running operations.

| declarative-friendly-required | Declarative-friendly resources must have an etag field. |
| field-type | Etag fields must be strings. |
| no-duplicate-etag | Etag fields should not be set on request messages that include the resource. |
Note: Because AIPs sometimes cover topics that have some overlap, some rules related to long-running operations may be included in the rules for other AIPs.
